That is possible.

• With accounts in your MCC, you should login to your MCC. With login I mean the OAuth2 authentication of your choice (web, installed or service).
  
• With accounts in a different MCC, you should login to that MCC. With subsequent API calls you can just use the developer token issued to your MCC. Google uses the developer token just to identify the responsible persons.
• With accounts in no MCC at all, or in an MCC where you cannot get a login of, you should login to that account directly. Again you can use the developer token issued to your MCC. Note that ManagedCustomerService will behave differently, you should test this situation before rolling out.

Those Adwords accounts do not use an MCC/Adwords Manager Account and it is not possible to put them all in a MCC account.

In old versions it was possible to connect directly to a Adwords account and not necessarily trough a MCC account but it seems that it is not possible anymore.

I found a solution to make daily report and sent it to my application to process e-mail attachment, but that's quite tricky.

Is there any other way to receive cost data without the use of an  MCC/Adwords Manager Account?
