TargetCPA on adgroup performance report reports current not average

Hello,

The documentation on TargetCPA for ad_group_performance report says "The average CPA target set on the Target CPA bidding strategy."

It seems from my testing, that it returns the current TargetCPA value and not average. Can someone please help verify?
