-- Unfortunately, you can only retrieve information from the AdGroupService at the client account level. For the START_INDEX_IS_TOO_HIGH error, I could suggest that you first issue a CampaignService.get to retrieve all the campaigns with ENABLED status. You could then iterate and issue an AdGroupService.get to get all adGroups associated for each campaignId. You may also refer to this link for the other filterable fields that you could use for AdGroupService.
If you are doing the same and still encounter the issue, please send me the complete SOAP request and response using Reply privately to author with the clientCustomerId being used and the code snippet to further investigate the case.
