Remarketing audience no users gathered

Hi, I'm trying to bulk create audiences via adwords API, everything works - the audience is created with right rules - basic ExpressionRuleUserList URL contains <string>... except there are actually no users in it.

I created two other audiences with the exact settings (except for the name of course) as the one created via API. One from user the API is using, the other from different account and both are working.

In attached screenshots you can see the three audiences

- [API] HQaeaD created via API

- [MANUAL] HQaeaD created from the same user in web UI

- [DOMI] HQaeaD created using my colleague's account

Any idea what to do in order to make the api audience work?
