You can get it from the BudgetOrderService : https://developers.google.com/adwords/api/docs/reference/v201605/BudgetOrderService.BillingAccount

You create the service and use the getBillingAccounts function instead of just get, it returns the billing accounts and from that you can get the ID and the name.
