Apologies for the delayed response. This case stays the same as discussed in the forum link you provided. 

Just to add, the Responsive Ads for Display is available in API for test accounts only from v201605. However, the dynamic display ads for dynamic remarketing stays the same as discussed in this doc. Please always monitor our blog to check on future announcements about this.
