1. Do I have to create application before applying for Developer Token? As I read in documents, there should be a review at some point. When does it happens? Can I start working on my application after applying for developer token, using test account?

3. At the beginning I want to implement only reporting functions in my application, but in feature I may add managing functions or something else. Do I have to implement everything at the beginning or I can implement functions step by step?
4. Also, the same as in 2 but for management. If I only want to provide functions to change text/url of ad, do I have to implement all other create/management functions like campaing management, adgroup management, enabling/disabling, etc?

Sorry if my questions are too noob. I read tons of documentations and this still is not clear for me. Thanks in advance
